Hi croky_b, i tried to do the same as you; use foam to make molds for vacuum forming. I have some questions about it.
- Where do you find the model in 3d format and how is it scale?
- Which program you use?, I use normally Autocad and Rhinoceros.
- Which is the thickness of the layer of foam? I have problems to drill layer more than 3 cms. There is not drill long enough?.
- Have you think about how to protect foam against hot during vacuum forming?, it probably melts.
To many questions, to many work.

Please tell me if that method is good.. for vacuum forming, i´m following your steps. .
